Undergrounding Utilities The RHA's underground Utilities Committee is pursuing the option of establishing an assessment district to finance the undergrounding of the wires that bring us our precious electrons. To volunteer for this effort, or to obtain more information call the Committee Chair at 373-9867. You can get further information from a website maintained by the city of Torrance.
