RHA Meeting Announcement

Reporting Potholes in Torrance

It’s the goal of the Torrance Public Works department to fix all potholes reported to them as soon as possible.

Excuse me, do you irrigate?

Check your irrigation systems periodically.  Several early morning systems are over spraying onto the sidewalks and drain into the gutters.  Most don’t realize when a sprinkler head has broken since they aren’t up early enough to see the gushing water as well as not testing their systems.

In case you haven’t heard, here’s a reminder from the City of Torrance:

Parking enforcement will begin with a grace period from Thursday, April 1 through Sunday, April 18. Warnings will be issued to vehicles parking in posted areas of “No Parking for Street Sweeping”.  
Beginning Monday, April 19, regular enforcement activity will resume and citations for parking violations will be issued. [Note: Street sweeping citations are $43.00 per incident.]

This automatically provides you with important information for everything from CoVid updates to parking enforcement to shelter-in-place orders. Coyotes: our other neighbors in the Hollywood Riviera

The size of a coyote litter depends on the availability of food and water. An average urban coyote litter is between 5-7 pups. If food and water are abundantly available then the litter can be as large as 11. March is the time of year when coyotes den in preparation for pups. Food availability in March and April will contribute to this year’s adult coyote population.

Coyotes are seen in the Hollywood Riviera daily. Please follow these tips to eliminate easy access to food, water, and shelter:

  • Do not feed wildlife (including squirrels and feral cats).
  • Do not leave pet food outdoors.
  • Do not leave pets unsupervised.
  • Pick up fallen fruit from trees. Avocados, citrus, and other fruit account for nearly 25% of an urban coyote’s diet.
  • Secure trash bin lids.
  • Trim any excess vegetation to deter coyotes from denning on or near your property.

TOILETRY DONATION DRIVE
Wednesday, March 17 – Wednesday, March 31

The Torrance Social Services Commission is holding a toiletry drive to benefit local organizations such as Harbor Interfaith, Family Promise of South Bay, Star Inc. Homes and 1736 Family Crisis, who serve people experiencing homelessness. They are accepting donations of the following NEW items in full and travel sizes: new shampoo, conditioner, body wash, bar soap, toothbrushes, toothpaste and more. They will be collecting hand and bath towels, socks and blankets.

You can drop-off at City Hall lobby and in the Permit Center. Two drive-up collection events will take place on Saturday, March 20th and Saturday, March 27th from 10 a.m. to 1 p.m. in the West Annex parking lot just west of City Hall. Noise up there got you down?

The tremendous uptick in aircraft noise has come following the City’s sudden cancellation of the noise-monitoring system they’d used for many years.

On October 1, 2020, the Torrance Airport Noise system was taken out of service. With no means to measure the noise generated by aircraft nor to track the flight path or altitude of flights at Torrance Airport, staff was no longer able to effectively investigate aircraft noise events.

This will be a very important meeting for residents to voice their concerns about the increased noise, so that the City is encouraged to take the necessary steps to engage a new monitoring service.

The Airport Commission will meet this Thursday,  March 11th, and present data regarding restoring the Noise Abatement system at that meeting.

The meeting is open to the public and would be a good opportunity to voice any questions/comments/concerns regarding the Noise Abatement system.  If you are interested in attending, it will be held virtually on March 11 at 7pm. The information for the virtual meeting can be found on the Agenda for March 11, 2021 at this link. Please read the “background and analysis” on the agenda for a more complete understanding of this recent history (page 5 of 19).

At the designated time, members of the public may view and participate in the meeting by calling in at (669) 900-9128 or via Zoom by using this link. Speakers will  each be given up to 2 minutes to speak. 

You can also submit written comments to the Commission at noiseabatement@torranceca.gov. Written comments should be sent in no later than 1:00pm on Thursday, March 11th.

Whether they attend CAMS, Bishop Montgomery, South, or any other high school, as long as they reside in the Hollywood Riviera, they are eligible!

Support for the Hillside Overlay ordinance

Many residents have commented to us that their neighbors are building bigger and bigger remodels in the Hillside Overlay Area.  Has this happened to you?  Are you noticing that more homes are being built that seem to exceed the .50 FAR (floor area ratio) size limit on remodels?

If so, we are asking you to send in an email to City Council or call in to the City Council meeting on Tuesday, January 26, when there will be a public hearing on a remodel that is .60 FAR on a small lot.  The proposed remodel will  impact the neighbors on both sides with view, light, air and, privacy issues. The remodel also will have a roof deck on top of the single story garage, two balconies and a fire pit on the roof deck!  
Still, this project was approved by the Planning Department which found “no serious impacts” and was subsequently unanimously approved by the Planning Commission.

  • Please call in to the council meeting if you are disturbed by bigger and bigger homes being approved by the City. We have learned that Item “10A Terre Appeal”   will be heard earlier than indicated in the agenda.  It will be still called” Item 10A Terre Appeal” but it will come right after Item 7 – Orals. To weigh in, you will have only one minute to speak.  Please say your street name or that you live in the Hillside Overlay.  The number to call is 310 618-2404.  Please ask others to do the same.

If the City Council approves this home next week, it will set a precedent that will undermine the strength of the Hillside Overlay Ordinance, and eventually we risk losing the character of our beautiful neighborhood.  Please call in to the City Council meeting either before Agenda Item 7 Orals (open comments) or before “Item 10A, Terre Appeal to Council on 310 Calle de Arboles.” Or you may send a single email addressed to all of the City Council members, listed below, by or before next Tuesday Jan. 26 at 2 PM.

Also, at the January 26 meeting, the council plans to review proposed state housing legislation (AB68, SB6, etc.) and adopt a resolution stating the city’s positions.
